Allied Technology Group Part of Winning Teams for the Rapid Response - Third Generation (R23G) IDIQ Contract

ATG is pleased to be a part of two winning teams (Northrop Grumman - full & open; Adams Communications & Engineering Technology – small business) on the Army’s Rapid Response – Third Generation (R2-3G) IDIQ contract.  R2-3G will provide support to the Department of Defense (DOD), other Federal agencies, and if authorized by specific legislation, State and Local Governments, e.g. Public Law 108-136 Section 803, tasks for State and Local Governments involving anti-terrorism technology and/or services, in the areas of, technology insertion, system integration/installation, fabrication/prototyping, testing/certification, studies/analyses, logistic support, and training and engineering support, including re-engineering and reverse engineering, for a range of equipment and services.  This was a competitive acquisition for the award of multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts, with Cost Reimbursement (CR), Firm-Fixed-Price (FFP) and limited Time and Materials (T&M) task orders for a period of five (5) years with a program maximum total value of $16.4B

Allied Technology Group Part of Winning Teams for the Solutions for the Information Technology Enterprise (SITE) Contract

Allied Technology is a member of the General Dynamics (Large Business) and CenTauri Solutions (Small Business) teams that were recently awarded contracts resulting from a Defense Intelligence Agency (DIA) solicitation (SITE).   The IDIQ contract was awarded to six large companies and 5 small companies with a ceiling of $6.5 billion.  SITE will enable streamlined execution, simplify purchase requests, standardize acquisition documentation, improve enterprise program management for customers, provide better reporting capability, improve contracting performance and data integrity and make the Agency’s overall IT acquisition processes more efficient.

Allied Technology Appoints Jerry Helmick as Vice President, Enterprise Solutions Division

Effective January 15, 2010, Jerry Helmick is Vice President of Allied Technology's Enterprise Solutions Division. He is responsible for managing and developing projects focused on Federal government agencies, primarily in the foreign affairs community. The division provides support to the Department of State with projects including upgrading information technology systems at embassies and consulates, deploying a state-of-the-art worldwide messaging system for classified and unclassified communications, implementing enterprise-wide systems operation centers for the numerous foreign affairs computer systems, in addition to supporting Diplomatic Security and the Office of Management and Budget reporting functions. His division is comprised of 100 people with 2009 revenues of $13.5 million.

For nearly 22 years, Jerry Helmick has successfully managed foreign affairs programs and led American and foreign national staff domestically and overseas. He retired from the Senior Foreign Service in December 2009. His final State Department assignment was as Dean of the Foreign Service Institute School of Applied Information Technology. In a previous domestic assignment, he was responsible for resolving IT issues for all State Department locations, including nearly 300 overseas embassies, consulates, and domestic offices. His other domestic assignment was as Program Manager responsible for development and staffing of the State Department's first web-based IT distance learning program. In overseas assignments, he was responsible for modernizing IT infrastructure and corporate financial systems during assignments in Thailand, the Dominican Republic, Germany, and France. He implemented national IT training systems during his Peace Corps assignment in Colombia.

Before entering the Foreign Service, Jerry Helmick worked for a number of private-sector firms, including IBM and information-technology consulting firms both domestically and overseas. He has a bachelor's degree from Miami University in Oxford, Ohio, and a master's degree from the Naval War College in Newport, Rhode Island.

Allied Technology Part of Winning Grove Resource Solutions Team for SPAWAR IWTDDA Program.

Allied Technology is a member of the Grove Resource Solutions, Inc. team that was recently awarded one of two contracts resulting from a U.S. Navy Space and Naval Warfare Systems Center Atlantic solicitation to support Information Warfare Technical Development Demonstration and Application (IWTDDA). The contract (N65236-09-D-6819) for a Not To Exceed (NTE) amount of $19,392,086 to be split between the two prime contract holders, will provide program management, systems engineering for systems and manufacturing development, technical studies and analysis, concept, technology and systems development, modeling and simulation, integration and test, life cycle planning, quality assurance, and/or training for information warfare systems.

Allied Technology Wins Engineering and Technical Support Contract for FAA’S ATD&P Group.

The FAA’s Advanced Technology Development and Prototyping Group (ATD&P) develops and expedites the delivery of new technologies and operational concepts required for architectural changes in the National Air Space (NAS) to meet system specifications for the Next Generation (NextGen) Air Traffic Control System implementation by 2025.  Allied Technology Group will be supporting ATD&P as it validates new technologies in operational environments collecting performance data through simulation, modeling, prototyping, and field demonstrations to validate system performance and operational benefits.  Engineering, analytical, and program management support will be provided from Concept and Requirements Definition (CRD) through Investment Analysis Readiness Decision (IARD), which leads to program implementation.  Specific activities may include, but are not be limited to the following:

Allied Technology Part of Winning Northrop Grumman Team to Support the Army IO/CNO Operations.

1st IO Command: Allied Technology is part of the Northrop Grumman Corporation Team that received an indefinite delivery/indefinite quantity (ID/IQ) contract from the U.S. Army to continue providing full-spectrum information operations (IO) and computer networks operations (CNO) to the 1st Information Operations Command (Land), Fort Belvoir, Va., and its regional Computer Emergency Response Teams. The single award is valued at $430 million over five years if all options are exercised.

Allied Technology Part of Winning BAE Team to Support the Army JIEDDO Program.

Counter IED: Allied Technology is part of the BAE team that received a GSA MOBIS award. Allied Technology is currently assisting BAE to integrate and provide the Joint IED Defeat Organization (JIEDDO) and national level capabilities including training, analyzing, and performing reach-back in support of the combatant commander’s C-IED efforts in order to focus the support of network attack capabilities, identify emerging capability gaps, and enable JIEDDO and the combatant commander to make critical predictive and preemptive decisions. The GSA MOBIS Contact vehicle has a five year period of performance if all option years are exercised.

Allied Technology Is Awarded Contracts for Both the Full & Open Lot and Small Business Set-Aside Lot of the U.S. Army (PEO STRI) Omnibus Contract, Known as STOC II.

On January 27, 2009 the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) awarded the second STRI Omnibus Contract, known as STOC II. 128 companies were awarded contracts in the Full and Open Lot and 84 companies were awarded contracts in the Small Business Set-Aside Lot. The contract serves as an efficient vehicle to quickly get simulation and training products and services in to the hands of U.S. and coalition forces. The overall ceiling value for the STOC II ID/IQC is $17.5 Billion; the ATG contract value over the 10 years is approximately $167,334,397.

Dr. Matthew D. Lee Recognized As Top 100 MBE Business Legend
Will Receive Award at November 6, 2008 Ceremony

Potomac, Maryland  (October 28, 2008) – Matthew D. Lee, Chairman of Allied Technology  has been selected to receive the distinguished 2008 Top 100 Minority Business Enterprise’s Business Legend Award.  The Top 100 MBE program is designed to acknowledge and pay tribute to outstanding women and minority business owners in Maryland, Virginia and the District of Columbia.  The Business Legend Award is given to an individual who have attained legendary status through their ability to succeed in spite of the daunting obstacles in their paths.   They have been chosen because of their business acumen, performance excellence, innovation and inspiring leadership.   The awards ceremony will take place at the Inn and Conference Center at University of Maryland University College in Adelphi, Maryland on Thursday, November 6th.  “I am proud to be recognized as a Business Legend,” said Matthew Lee.  “I believe business is a business of relationships, with colleagues, bosses, subordinates, clients and suppliers,” said Lee.  “We all have to learn to share. No one can do it alone.  We all have had help. I think it is important for people to learn to give. The one it benefits most is the giver. Whenever I give, I always receive more,” said Dr. Lee.

           Dr. Lee is considered to be one of the successful Korean American businesspersons in the United States. He is the founder, Chairman and CEO of Allied Technology Group, Inc.

           Dr. Lee got his start in the computer industry in 1966 at its relatively early stage. He started out as a computer programmer at Control Data Corporation, which was well known as the largest supercomputer manufacturer from mid-60s to mid-70s.

           In 1969, he moved to Westat, Inc., one of the largest survey research organizations in the world, and spent the next 20 years at Westat, starting at a relatively low level and making his way up to the corporate management. He served his last 13 years as a vice president at Westat.

           Dr. Lee founded Allied Technology Group, Inc. in December 1986. Allied Technology provides a wide range of information systems, engineering and communications network integration services, ranging from design and development through full life-cycle support to security and operational management. Allied Technology has a staff of over 600 IT professionals, engineers, scientists and support personnel with offices in major cities of the United States.

           Dr. Lee was appointed Commissioner of the Maryland Governers Commission on Minority Business Enterprise Reform that was established in June 2003 to develop a plan to reform the State's Minority Business Enterprise Program. Dr. Lee has also co-chaired the Committee on Access to Capital and Credit. Dr. Lee was appointed by the Governor of Maryland in September 2004 to serve a two-year term as a member of the Governor’s Council for Historically Underutilized Business.

           Dr. Lee was born in 1939 and finished all of his education in Korea with an honorary doctorate in business administration.

           This year’s ceremony host organizations are the Center for Business Inclusion and Diversity, the University of Maryland University College, Southwest Airlines, the Governor’s Office of Minority Affairs and the Maryland Department of Transportation.

Allied Technology Part of Winning ITT Defense Team for the U.S. Navy Systems Engineering Support Services Contract /U.S. Navy’s Fleet Systems Engineering Team (FSET)

Allied Technology Group is a part of the ITT Defense team that won the $160 million U.S. Navy systems engineering support services contract for the U.S. Navy’s Fleet Systems Engineering Team (FSET). The award is a five-year contract from Space and Naval Warfare Systems Command headquartered in San Diego, Calif. Under this contract, ITT and its team mates will provide a full range of field and systems engineering support services for the U.S. Navy’s FSET. FSET provides command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) support to U.S. Navy afloat Strike Groups and shore based commands world-wide.

The competitively bid “cost plus fixed fee” award consists of one base year and four one-year options with a potential value of $160,252,327.  ITT has been the incumbent for the last ten years and two competitive awards of this contract. Allied Technology has been a key team member on these contracts.

Allied Technology is awarded a Blanket Purchase Agreement (BPA) to provide Project Management, Program Management and Program Management Office services for the Department of State. 

Allied Technology wins a Department of State Worldwide Program Management and Program Management Office Blanket Purchase Agreement (BPA).  The BPA has one base year and four option years with a total ceiling of $300 Million.  The BPA covers a broad range of project management, program management, and program management office related tasks, subtasks and activities required to successfully support the Department of State. 

Allied Technology has supported the Department of State since 1999 on high profile, mission critical programs, including Overseas Wireless Program (OWP), Classified Connectivity Program (CCP, CCP II), Public Diplomacy ALMAtization (PDA), Global IT Modernization (GITM), Systems Integrity and Public Key Infrastructure (PKI), and the State Messaging and Archive Retrieval Toolset (SMART) program.

Allied Technology Wins a $35M Contract for Training Systems Support

Allied Technology Group Training Solutions Division won a five-year $35 million Training System Support contract in December 2007 to support the Indian Head Division, Naval Surface Warfare Center, (IHD/NSWC) located in Maryland. The Cost Plus Fixed Fee (CPFF) contract tasks include conduct of site surveys and installation; engineering services, training; courseware support; logistics; and program management support for training systems for the Navy and other Department of Defense (DoD) agencies. Training systems include operator and maintenance training devices; electronic classrooms; networks and operational equipment used in a training role; and courseware including interactive multimedia instruction (IMI) for the Department of Defense (DoD). These training elements provide the structure for a coherent program for the successful introduction and follow-on support to training systems.

Allied Technology Part of Winning TIE Today Team for the DEOMI Project

Allied Technology Group (ATG) is teamed with TIE Today, Inc., a Service Disabled Veteran-Owned Small Business (SDVOSB) on the Defense Equal Opportunity Management Institute (DEOMI) project. The 1 year contract, awarded January 2008, includes utilizing DEOMI “Front-End Analysis” documents to design and develop curricula to include traditional training as well as computer-based training systems/curricula. The blended learning will become the next Equal Opportunity Training Course for the DoD where all Equal Opportunity Advisors receive training.

The Department of Economic Development selects Allied Technology Group and PEMCCO, Inc. as the 2008 Virginia Beach business and minority-owned business of the year, respectively. Both businesses provide high quality job opportunities to Virginia Beach residents and significantly contribute to the city’s economic vitality.

Allied Technology Group provides engineering and information management solutions to clients in both the civilian and military sector. This past year, Allied relocated its offices from Town Center to the Airport Industrial Park after a devastating fire. “We wanted to stay in Virginia Beach because it’s such a great city to do business and the home city for the majority of our staff,” Frank Kleen, Allied’s local business development manager, said.

Allied Technology Part of Winning Stanley Associates Team for C4ISR Product Production Support Services Contract valued over $200M

Allied Technology Group’s Fleet Systems Engineering Services Division, under the leadership of Vice President Mark Thomas, is part of the Stanley Associates team that was awarded the Mission Module/Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C4ISR) Product Production Support services contract by Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston on April 14, 2008. The contract continues tasking performed by the team to provide production services for C4ISR systems supported by SPAWARSYSCEN. The eight-year contract has a total value of more than $200 million, with Allied Technology Group projecting over $2 million annual revenues from the contract.

Allied Technology Part of Winning SAIC Team ID/IQ Contract to Provide ISEA/NISF Support Services Valued Over $100M

Allied Technology Group is a part of the Science Applications International Corp., team that was awarded a $100,738,144 indefinite-delivery/indefinite-quantity contract with a combination cost-plus-incentive-fee/cost-plus-award-fee/firm-fixed-price pricing arrangement for In-Service Engineering Agent (ISEA) and Networks Integration Engineering Facility (NIEF) support. The support includes a range of Command, Control, Communications, Computers and Intelligence (C4I) programs for shipboard, shore, air and Foreign Military Sales at the Space and Naval Warfare Systems Center San Diego (SSC San Diego). The work entails management, engineering, technical, logistics, integration and fabrication, and installation support for non-integrated installations. The ISEA work involves C4I programs; the NIEF work involves support services for C4I systems such as: Internal Shipboard Networking System, Automated Digital Network System, Naval Tactical Command Support System, Combined Enterprise Regional Information Exchange, Submarine Local Area Network, and OCONUS (Outside the Continental U.S.) Navy Enterprise Network. The contract was awarded in August 2007 and  includes four, one-year options, which if exercised, would bring the potential cumulative value of this contract to $473,430,958. Allied Technology Part of Winning SRC Team ID/IQ Contract to Provide Network and Communications Support Services Valued at $40M

Allied Technology Group is a part of the Scientific Research Corporation team that was awarded a $420,000,000 indefinite-delivery/indefinite-quantity contract with a combination cost-plus-incentive-fee/cost-plus-award-fee/firm-fixed-price pricing arrangement for the Department of Navy, Space and Naval Warfare Systems Command's (SPAWAR), requirement for network and communications technical support. The contract supports SPAWAR Code 50 and provides engineering, technical, and programmatic services for a wide range of programs. Services include communication system support and enhancement, software engineering, communications resource utilization optimization, communications infrastructure modernization, sensor and communications system integration, and commercial and military technology support. This support is provided to a variety of organizations that require highly specialized support capabilities residing in an advanced technology and innovative industrial organization that is independent of platform and major weapon system developers. The majority of these initiatives form some part of the Defense Information Infrastructure (DII) in support of the overall Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) and Joint Vision 2010. NorthStar, an 8(a) JV Between Allied Technology and GLOTECH, Wins a $127.4 Million IDIQ Contract for DHS/USCG Engineering Services

The U.S. Coast Guard Maintenance and Logistics Command Atlantic announced July 28, 2006, that it has awarded an Indefinite Delivery, Indefinite Quantity contract for DHS/USCG Engineering Services to NorthStar, LLC. The total award was $127.4 million, if all options are executed. The contract covers a base period of two years, with four two-year options for a total period of performance of ten years. The contract is expected to result in 80 jobs in the Hampton Roads region. DHS/Coast Guard technical support services expected to be performed under the contract include: System Engineering and Design support, Technical Assistance and Field Engineering, Manufacturing and Assembly, Equipment Overhaul, Integrated Logistics Support, Training Support, and Facility Management. NorthStar, LLC is a Small Business Administration (SBA) sanctioned Joint Venture (JV) of GLOTECH, Inc and Allied Technology Group, Inc.

Allied Technology Wins $10 Million U.S. Coast Guard Command Center Watch Stander Support Contract

Allied Technology was awarded a $10 million, five-year contract under its GSA IT Schedule Contract to provide watch standers at the U.S. Coast Guard headquarters and area command centers. The personnel assigned under the contract support the operation of the command and control systems at the command centers, providing tactical updates, situation awareness and system administration support for the operation of the Global Command and Control System – Joint, operational support of Coast Guard communications networks, and support of on-going command center operations. Personnel are assigned at the U.S. Coast Guard Headquarters in Washington, DC., Coast Guard Pacific Area Command in Alameda, California, and the U.S. Atlantic Area Command in Portsmouth, Virginia.

Allied Technology Part of Winning Stanley Associates Team for C4I Fleet Installation and Technical Services

Allied Technology is part of the winning Stanley Associates Team to provide C4I Fleet Installation and Technical Services to the Space and Naval Warfare Systems Command in San Diego, CA. This is a five year cost plus fixed fee IDIQ contract valued at $21.4 Million. This contract will entail a full range of Fleet technical support, including: hardware engineering; hardware and software installations; and post installation documentation and support.

Allied Technology Wins $3.9 Million Contract to Support the Walter Reed Army Institute of Research (WRAIR) AMSARA Program

Allied Technology Group won a 5 year $3.9 million contract for Biostatistician and Epidemiological Support Services on behalf of the Accession Medical Standards Analysis and Research Activity (AMSARA) program, Department of Preventive Medicine, Walter Reed Army Institute of Research. Services required include data abstract/collection, data entry, database management, computer programming, biostatistical and epidemiologic analysis.

                                                                                             

Allied Technology wins a five year contract with The Division of Biometrics, Department of Biostatistics at the Walter Reed Army Institute of Research (WRAIR)

The Division of Biometrics, Department of Biostatistics at the Walter Reed Army Institute of Research (WRAIR) has awarded a contract to ATG to provide biostatistical expertise to researchers at WRAIR. Allied Technology staff will provide guidance on statistical approaches to proposed studies, including writing technical sections of scientific proposals and protocols. Allied Technology expertise will be provided on efficient and effective design of laboratory experiments, clinical trial techniques to assess safety and efficacy of medical interventions, survival analysis to assess expected functioning of military equipment and personnel over time, and other biostatistical topics. Allied Technology staff will also provide computer programming guidance in the use of statistical analysis software.

Allied Technology is Awarded a Contract to Support the Department of State’s SMART Program

In September, 2006, Allied Technology was awarded a contract to provide Quality Management, Software Testing, Change Management, and Deployment services for the Department of State's SMART (State Messaging and Archive Retrieval Toolset) Program. Allied Technology staff are performing services across the Software Development Lifecycle (SDLC) including the implementation of CMMI Level 3 processes, user-focused change management, and worldwide deployment.

Allied Technology Supports 2006 Inter-Service/Industry Conference (I/ITSEC)

The Naval Education and Training Command (NETC) annually participates in conferences such as the Interservice/Industry Training Systems and Education Conference (I/ITSEC) held in Orlando,Florida. For the second year in a row, Allied Technology’s Orlando Training Services Division was awarded this contract to coordinate all efforts for NETC's booth infrastructure and technical support. These conferences promote cooperation and collaboration among the Armed Services, Industry Businesses, Government agencies, and Academia. NETC's role in these conferences is to provide display and demonstration of the latest projects, technologies, and learning innovations. The December 2006 I/ITSEC booth for NETC displayed Battlestation 21. This P-Way simulator depicted the sights, sounds, and smells of an actual battleship under attack. The Allied Technology team coordinated the booth assembly; all associated technology provided NETC with daily onsite support. Allied Technology's efforts did not go unnoticed, with rave reviews from several high-ranking Navy officials. Before the last crate was packed Allied Technology was, again, requested to offer their assistance in managing the NETC booth for the 2007 I/ITSEC conference.

2005 Inter-Service/Industry Conference (I/ITSEC)

This year JIL, a division of Allied Technology, Orlando TSD provided the Naval Education and Training Command (NETC) booth infrastructure and logistic support services for the 2005 Inter-Service/Industry Conference (I/ITSEC) held in Orlando, Florida. JIL coordinated the entire setup of the Navy booth from project management to all aspects of the booth assembly and daily onsite technical support. The JIL team worked through their Thanksgiving holiday to ensure that the Navy successfully displayed and demonstrated their latest projects, technologies, and learning innovations. Preparation to support this effort in 2006 is already underway. Hats off to the JIL team!!!

The Department of Homeland Security, U.S. Coast Guard, has awarded Allied Technology Group, Inc. a $2 million dollar Blanket Purchase Agreement (BPA) contract for the purchase, engineering design, installation, and maintenance support of Furuno DSC-60 MF/HF Digital Selective Calling Controller/Watch Receivers. The Furuno DSC-60 terminal is part of the Global Marine Distress Safety System (GMDSS) and Safety of Life at Sea (SOLAS) requirements mandated by the International Maritime Organization (IMO.) The watch receiver receives and generates digital selective calls for quick and efficient establishment of distress, urgency, safety and routine communications between ships and coastal stations. Allied Technology will engineer eight ship class designs and install the watch receivers on 78 U.S. Coast Guard cutters over the next year. Allied Technology partnered with Furuno USA, Inc, the Original Equipment Manufacturer for this effort. This DHS program will help ensure that U.S. and International waters are safer for all maritime users.

2005 Inter-Service/Industry Conference (I/ITSEC)

This year JIL, a division of Allied Technology, Orlando TSD provided the Naval Education and Training Command (NETC) booth infrastructure and logistic support services for the 2005 Inter-Service/Industry Conference (I/ITSEC) held in Orlando, Florida. JIL coordinated the entire setup of the Navy booth from project management to all aspects of the booth assembly and daily onsite technical support. The JIL team worked through their Thanksgiving holiday to ensure that the Navy successfully displayed and demonstrated their latest projects, technologies, and learning innovations. Preparation to support this effort in 2006 is already underway. Hats off to the JIL team!!!

                                                                                             

Allied Technology Wins U.S. Customs and Border Protection Award

In July 2005, Allied Technology Group received an award under our GSA Professional Engineering Schedule for “Radar Installation and Conduct of Electronic Systems Readiness Grooms on Georgian Coast Guard (GCG) Assets At Ship/Shore Facilities.” This order from U.S. Customs and Border Protection is a three-year effort providing for the upgrade and maintenance of radar and communications systems in Republic of Georgia's Coast Guard. It is a continuation of work that Allied Technology has performed in the Republic of Georgia over the past five years.

                                                                                             

Allied Technology Wins $30 Million Coast Guard Award U.S. Coast Guard, Maintenance and Logistics Command Pacific


July 2005, $30 million dollar, five year contract win to provide engineering and technical support for the entire U.S. Coast Guard pacific fleet and all shore units, including units in Alaska, Hawaii, and Guam.
